I am certain from the logic of the Dallas Stars organization, this move accomplishes many things. Sold-out games put significant cost on staffing and repair costs. Money can be made up in advances in the concession trade and the increased ticket price. Those same costs are there during sparsely attended games as well, but they can draw more people into the arena (and ultimately the entire sport?) to make up for the losses. Encouraging early ticket sales by lowering costs allows for a more dynamic and cost-effective building and staffing management.
